Nikolai Nikolaevich Tsukanov was born on March 22, 1965 in the village of Lipovo, Gusevsky district, Kaliningrad region. Nikolai Tsukanov’s parents worked at a garment factory in the city of Gusev.

In 1983 Tsukanov graduated from secondary vocational school No. 17 in the city of Gusev with a degree in gas-electric welder, and began his career as a gas-electric welder at the Microdvigatel plant.

In 1983–1985 Tsukanov passed conscript service in the Soviet army.
