The strategic goals are formulated in the Ministry’s activity plan for a five-year period:

Historical background

there was no unified effective system for ensuring the protection and rational use of land and its subsoil, water resources, atmospheric air, flora and fauna. The excessive fragmentation of environmental functions across various ministries and departments led to the fact that government bodies called upon to monitor the state of the environment duplicated each other’s activities and worked extremely ineffectively. Gross miscalculations and mistakes were made in determining the main tasks in the field of nature conservation and the use of natural resources, which often led to deterioration of the environmental situation and unjustified losses of material and financial resources.

In order to correct the situation, in 1988 a decision was made to radically restructure nature conservation in the country. One of the main steps was the creation of ministries and committees of the USSR on the basis of the relevant divisions USSR State Committee for Nature Protection(Goskompriroda of the USSR), which was entrusted with the tasks of implementing integrated management of environmental activities in the country, developing and implementing a unified scientific and technical policy in the field of nature conservation and rational use of natural resources.

As part of the formation of a unified system of the USSR State Committee for Nature Protection, similar structures were created in all union republics. In March 1988, a central government body in the field of nature conservation and use of natural resources on the territory of the RSFSR was created - State Committee of the RSFSR for Nature Protection(Goskompriroda RSFSR).

In June 1990, the Declaration of State Sovereignty of the RSFSR was adopted, which affirmed the principle of separation of legislative, executive and judicial powers. The implementation of the principles of separation of powers required administrative reform, which resulted, among other things, in the transformation of the State Committee for Nature Protection of the RSFSR into State Committee of the RSFSR on Ecology and Nature Management.
