New Presidential Council on Science and Education. A fateful moment for Russian science and education State Council on Science

The Coordination Council for Youth Affairs in the Scientific and Educational Spheres was formed by the decision of the Presidium of the Presidential Council Russian Federation in Science, Education and Technology in February 2007.

The first composition of the Coordination Council included 38 young scientists from scientific centers and educational organizations higher education from all over Russia. The chairman of the council was the laureate of the State Prize of the Russian Federation, professor, doctor historical sciences, chief researcher at the Institute of Archeology and Ethnography of the Siberian Branch of the Russian Academy of Sciences Natalya Polosmak.

From May 2009 to October 2011, the Coordination Council was headed by the Deputy Academician-Secretary of the Department of Historical and Philological Sciences of the Russian Academy of Sciences, Candidate of Historical Sciences Andrei Petrov, from October 2011 to July 2015 - Vice-Rector of Voronezh State University, Doctor of Biological Sciences, Professor Vasily Popov, and from July 2015 to June 2017 - Director of the Institute of World Economy and international relations named after E.M. Primakov Russian Academy of Sciences, doctor political sciences Fyodor Voitolovsky.

Since 2017, the Coordination Council has been headed by acting. Head of the synchrotron-neutron research complex of the National Research Center "Kurchatov Institute", Candidate of Physical and Mathematical Sciences Nikita Marchenkov. Currently, the Coordination Council includes 55 young scientists.

The Coordination Council for Youth Affairs in the Scientific and Educational Spheres is an advisory body of the Presidential Council of the Russian Federation on Science and Education, formed to ensure interaction of the Council on Science and Education with public youth associations and organizations when considering issues related to the development of science and education.

The main tasks of the Coordination Council are:

  • coordination of the activities of public associations and organizations of young scientists, teachers, graduate students and students when developing proposals from the scientific and educational community when considering issues of the development of science and education;
  • ensuring interaction of the Council for Science and Education with young scientists and teachers, as well as public associations and organizations of young scientists, teachers, specialists and students;
  • preparation of proposals to the Council for Science and Education on current issues of state scientific and technical policy, state policy in the field of education, including those related to the problems of young scientists and specialists in the field of science and education, as well as issues of reproduction of scientific and pedagogical personnel.

“In order to promote the development of science and education in the Russian Federation, as well as improve public administration in this area, I decree: to transform the Council under the President of the Russian Federation on Science, Technology and Education into the Council under the President of the Russian Federation on Science and Education,” the Decree says , published on the website of the President of the Russian Federation.

The head of state signed the decree “On the Council under the President of the Russian Federation for Science and Education” yesterday, July 30, 2012. Yesterday, under the chairmanship of Russian President Vladimir Putin, a meeting of the Presidential Council for Science and Education was held, during which the draft Strategy for Scientific and Technological Development of Russia was discussed, the Kremlin press service reports.

The instruction to develop the Strategy was given by the head of state in July 2015. On the part of the Government, the Ministry of Education and Science was responsible for the preparation of the document; analytical support was provided by the Center for Strategic Research.

The draft Strategy was created with the involvement of representatives of the scientific community, business, innovative development institutions, civil society, state power. More than 200 experts took part directly in its development, and extensive discussion took place on the portal.

The meeting of the Presidential Council for Science and Education was analyzed in an interview with Russian People's Line by an economist, Doctor of Economics, Professor:

The meeting of the Presidential Council was fateful for Russian science and education. The time has come when the authorities realized that concrete actions are needed. However, solving problems depends on resources. True, the President noted that two hundred world-class laboratories have been created within the framework of megagrants (17.7 billion rubles). But as a comparison, a sad event comes to mind - the seizure of eight billion rubles from the apartment of one famous character. But the most interesting thing is that the next day the Prime Minister was looking for three billion to fund fundamental science. When comparing these two events, a bitter smile appears on the faces of scientists. How so? Why doesn’t the state transfer the confiscated funds “from this apartment” to fundamental research and the needs of science? (“material evidence” can be sacrificed once!)

It is good that a Technological Development Strategy is being developed, but it is necessary to ensure the development of industry, the main consumer of new technologies and scientific developments. However, these problems are still considered separately. At the same time, the President of the Russian Federation generally defined “systematicity” as the need to create a system for managing the scientific and technological development of Russia, thereby actually stating its absence. This is the main problem. State Committee for Science and Technology - no, Russian Academy sciences is at least “morally dismantled” and, in a certain sense, disorganized. Applied science is practically curtailed. All this is not only the deplorable results of the 1990s, but also the bungling of the very recent “reform”.

They created Foundations and new institutions, not realizing that their effectiveness depends not only on the skills and qualifications of decision-makers, but also on the amount of initial resources that are allocated to them to solve pressing development problems.

In this regard, let me remind you that in the 1990s there was a Fund for the Development of Electronic Technology, and the state allocated resources for the development of microelectronics. There were institutions (funds, programs, etc.) for restructuring the defense industry, conversion, etc. And where are now all these funds, resources, as well as sectors of the economy that needed to be “reformed”, ensure their development, etc.?! They eke out a miserable existence, reduced significantly, some were closed in those years. Cause? The funds had an extremely meager resource base and capabilities, and macro conditions and institutional restrictions turned out to be stronger than the influence of these development institutions and funds. Today, “zero logic” is applied, as if for the first time actions are being taken and institutions are being created to develop industry, technology, import substitution, etc. It was these efforts and similar recommendations that were used in the 1990s, but... did not work... for these and other reasons. A similar outcome could happen today if the systemic approach is not changed.

It is worth noting, of course, the positive appointment of the Industrial Development Fund and the Technological Development Agency as basic institutions of industrial policy. However, these institutions should be allocated financial resources, and not 20, but 100-200-300 billion rubles. Resources must be tangible to make a systemic difference in industry, working across specific sectors. I repeat: industry is the main consumer of new technologies - we need schemes of interaction between fundamental science and production, the creation of applied science organizations, including at industrial enterprises, the development (creation) of design bureaus and research institutes, which requires resources. Separate laboratories will not solve the problem. Of course, the creation of two hundred new laboratories in the fundamental sector is a significant achievement. But no one answers the question: will two hundred laboratories change the systemic situation?! I'm guessing not. There is also the “Perelman effect”, from which new scientific laboratories are not immune. The processes of “squeezing out” and transferring achievements to the West, although in recent years The intensity of such trends has decreased somewhat, but they still occur. The atmosphere of scientific research is lousy!

I was alarmed by the statement at the State Council for Science and Education on November 23, 2016, that resources should not be wasted. It, while seemingly correct, is very insidious. It is necessary to remember the famous saying: “A country in which the majority of residents can read and write will defeat a country (in competition) where the majority are illiterate, but some are brilliant!” (if I remember correctly, this phrase is attributed to futurist Lester Turow). This phrase should be addressed to these 200 laboratories, with all their necessity and usefulness! If the bulk of citizens engaged in science are not their destiny, then who will form fundamental science, develop applied science, technology, and ensure the connection between industry and scientific developments?! Main task for Russia it is to close the chain from the emergence of an idea to the mass replication of technologies and products.

Correctly identifying problems can lead to errors in detail that can be fatal to any technology development program and strategy. I participated at the initial stage in the development of the National technology initiative, which the President of the Russian Federation spoke about at the State Council, participated in meetings and made proposals, so I know very well how the Strategy for Scientific and Technological Development of Russia was formed. The Academy of Sciences was responsible for this project, which completed the task in its general formulation. But the Academy was physiologically unable to resolve issues related to creating demand and making the result in demand. This is not its function. Therefore, the solution to the problem also depends on budgetary, monetary and credit, that is, macroeconomic policy.

In this regard, A. Kudrin’s speech is alarming. He was vague, especially in light of his last speech that Russia was experiencing the same problems as Soviet Union on the eve of the breakup. Political bravado has nothing to do with reality. There is criticism that the share of defense spending is high. But it is the defense industry that is the component where fundamental scientific results are available and new technologies emerge. It remains to solve the problem of forming industrial markets and managing them. Therefore, underfunding of defense and science is fraught with serious losses - failure to understand such basic things borders on causing direct and great damage to national security in the situation in which Russia now finds itself.

The President is right when he speaks of the need to support the overall share of GDP spending on basic research and science. From 1985 to 1990 the share of spending on science increased from 4 to 5%. And on the eve of the destruction of the USSR it accounted for 5% of the state’s national income. For today's Russia, this figure remains a dream. The solution to the problem lies in the area of ​​macroeconomic and structural changes. Science cannot flourish separately from economics - this is another elementary truth that would also be good to understand. But its understanding should not stop the necessary decisions dedicated to correcting this situation.

Today, there is local support for some industries, which does not contribute to the growth of the overall technological level of the economy, which has been falling since the 1990s. Despite the support of fundamental science, technological priorities, and the development of a Technological Development Strategy, the government’s project logic is devoid of “design thinking.” Of course, you need to support something, but this lifesaver has backfire- finances are concentrated in priority areas, without affecting changes in general system parameters and without ensuring systematic development of a given economic area - fundamental and applied science, education, etc.

The weakening of the system occurs as a result of institutional experiments in the field of science and education. It is necessary to stop such reforms of the Russian Academy of Sciences and education, to return to Soviet programs in physics, mathematics, chemistry, biology, and natural sciences. Stop experimenting with the hourly workload of teachers, changing the format of classes, programs, material, etc. The change project must be worked out in all directions, and only then can gradual changes be introduced without disrupting the system. We have inertia been drawn into reforms of the Russian Academy of Sciences and education, so sudden changes in the vicious manifestations of these reforms can lead to an even greater deterioration in the state of the system. This risk needs to be taken into account when developing appropriate actions within the relevant areas of government activity. The State Council poses the right problems, but “details” and specific solutions can significantly affect the results of the system, and not for the better.
