GENERAL OCCUPATIONAL SAFETY REQUIREMENTS
1. Persons at least 18 years of age who have undergone a medical examination, training and certification, instruction, internship and testing of knowledge on labor safety issues and who have a certificate for the right to service boilers are allowed to work as a driver (fireman) of a boiler room.
2. The driver (stoker) of the boiler room is obliged to:
comply with the rules of behavior on the territory of the organization, in production, auxiliary and household premises, work and rest hours, labor discipline (resting and smoking is allowed only in specially equipped places for this purpose). It is not allowed to appear at work in a state of alcoholic intoxication or in a state caused by the use of narcotic, psychotropic, toxic and other intoxicating substances, as well as to drink alcoholic beverages, use narcotic, psychotropic, toxic and other intoxicating substances in working hours or at the place of work;
while in the territory, in production premises comply with the requirements of posters and safety signs, adequately respond to warning light and sound signals, move only along specially established service passage routes;

insufficient illumination of the work area;

OCCUPATIONAL SAFETY REQUIREMENTS BEFORE STARTING WORK
13. Before starting work you should:
check the serviceability and put on the personal protective equipment necessary for safe work. Contaminated or faulty personal protective equipment should be replaced;
inspect the workplace and remove everything that may interfere with work, clear the passages and do not block them.
14. When working in shifts, the shift must be accepted in accordance with the requirements of the internal labor regulations and recorded as an entry in the journal indicating the condition of the boiler, fittings and boiler room equipment.

LABOR SAFETY REQUIREMENTS WHEN PERFORMING WORK
19. When performing work, careful monitoring of the boiler room equipment should be carried out by inspecting it, checking the proper operation of fittings, control measuring instruments, safety valves, alarm and protection equipment, and feed pumps. A shift log should be maintained to record the results of inspection and testing.
20. You should check: the water level in the steam boiler, not allowing it to drop below the limit; pressure in the boiler, maintaining it within the permitted limits, marked on the pressure gauge with a red line; the water temperature in the hot water boiler and system, maintaining it within the specified range.
21. Inspection of water indicator valves, pressure gauges and safety valves should be carried out within the time limits established by the instructions on boiler operation (but at least once per shift).
22. The serviceability of the pressure gauge is checked using a three-way valve or shut-off valves that replace it by setting the pressure gauge needle to zero:
In addition to the specified check, the working pressure gauges should be checked at least once every 6 months with a control working pressure gauge that has the same scale and accuracy class as the pressure gauge being checked, with the results recorded in the control check log.

23. Checking the water level indicators is carried out by blowing them. The serviceability of reduced level indicators is checked by comparing their readings with the readings of direct-acting water level indicators. The inspection must be carried out within the following time frames:
for boilers with operating pressure up to 1.4 MPa (14 bar) inclusive - at least once per shift;
for boilers with operating pressure over 1.4 MPa (14 bar) up to 4 MPa (40 bar) inclusive - at least once a day (except for boilers installed at thermal power plants);
for boilers with operating pressure over 4 MPa (40 bar) - in accordance with the schedule approved by the chief engineer.
24. The serviceability of safety valves is checked by forced short-term “explosion” of them within the following periods:
for boilers with operating pressure up to 1.4 MPa (14 bar) inclusive - at least once per shift;
for boilers with operating pressure over 1.4 MPa (14 bar) up to 4 MPa (40 bar) inclusive - at least once a day (except for boilers installed at thermal power plants);
for boilers with operating pressure over 4 MPa (40 bar) - in accordance with the schedule approved by the chief engineer.
25. The serviceability of backup feed, network make-up and other pumps is checked by briefly putting them into operation in accordance with the schedule approved by the chief engineer, but at least once a month.
26. Checking the serviceability of the alarm and automatic protection must be carried out in accordance with the schedule and instructions approved by the chief engineer of the organization.
27. The date, time and results of the above checks must be entered in the shift log signed by the person who carried out these checks.
28. Uniform combustion of solid fuel should be ensured over the entire area of the grate, feeding it evenly in small portions with weakened blast; when the boiler load increases, it is necessary to first increase the draft, then increase the blast, and if the load decreases, first reduce the blast, then the draft; Clean the firebox regularly, every 4–5 hours; If the blower stops, you should immediately open the ash door to avoid burning the grate.
29. Stop the boiler in all cases, except emergency stop, should be carried out only by written order of the boiler room management.
30. Stopping a solid fuel boiler should be done in the following order: burn the remaining fuel in the furnace with reduced blast and draft, stop blasting and reduce draft: clean the furnace and stop draft; make sure the pressure drops to zero. It is forbidden to extinguish fuel in the firebox by filling it with water.
31. During boiler operation, it is prohibited:
carry out any work to repair its elements under pressure;
leave the boiler without constant supervision both during operation of the boiler and after it is stopped until the pressure in it decreases to atmospheric pressure and the water temperature reaches 30 °C.
32. Cleaning of the furnace should be carried out at reduced boiler load, weakened or switched off blast and reduced draft.
33. Slag and ash removed from the furnace are filled with water. Exhaust ventilation is turned on in the room above the place where they are poured.
OCCUPATIONAL SAFETY REQUIREMENTS AFTER WORK COMPLETION
34. The driver (fireman) of the boiler room at the end of the shift is obliged to hand over the boiler installation in complete cleanliness and order. Before leaving your shift, you must make sure that the slag and ash in the bunker or storage area are extinguished.
35. The driver (stoker) of the boiler room taking over the shift must write down in the shift log all the faults he discovered upon entering the shift and sign in the log together with the driver (stoker) of the boiler room handing over the shift.
36. In the event of detection of defects and malfunctions that impede the further safe operation of the boiler, the driver (fireman) taking over the shift is obliged to immediately notify the boiler room management about this.

OCCUPATIONAL SAFETY REQUIREMENTS IN EMERGENCIES
39. An emergency stop of the boiler must be carried out immediately in the following cases:

if the pressure in the boiler drum has risen above the permitted value by 10% and continues to rise;
reducing the water level below the lowest permissible level, in this case replenishing the boiler with water is prohibited;
increasing the water level above the highest permissible level;
stopping all feed pumps;
termination of all direct action water level indicators;
if cracks, bulges, or gaps in their welds, breakage of the anchor bolt or connection;
unacceptable increase or decrease in pressure in the direct-flow boiler path up to the built-in valves;
extinguishing of torches in the furnace during chamber combustion of fuel;
reducing water flow through the hot water boiler below the minimum permissible value;
reducing the water pressure in the hot water boiler circuit below the permissible level;
increasing the water temperature at the outlet of the hot water boiler to a value 20 °C below the saturation temperature corresponding to the operating water pressure in the boiler outlet manifold;
malfunction of safety or alarm systems, including loss of voltage to these devices;
the occurrence of a fire in the boiler room that threatens operating personnel or the boiler.
40. Emergency shutdown of the boiler must be carried out in the manner specified in the production instructions. The cause and time of emergency shutdown of the boiler must be recorded in the shift log, indicating the date and time (hours, minutes).
41. If a fire occurs, it is necessary to stop the boilers, call the emergency department by calling “101”, and report the incident to your immediate supervisor;
start extinguishing the fire using available means.

In his work, the fireman is guided by the rules and instructions for the protection of buildings and structures; general rules and standards of labor protection, industrial sanitation and fire protection, as well as the Charter and Internal Labor Regulations of the school and these Instructions.
2. Functions
The main purpose of the position of a stoker is to heat buildings and structures during scheduled and after-hours hours.
3. Job responsibilities
The fireman performs the following duties:
3.1. checks the integrity of the heating system and the availability of fire-fighting equipment; serviceability of alarms, telephones, lighting together with a representative of the administration or a replacement fireman;
3.2. makes external and internal rounds heating system, checking the quality of heat supplied to classrooms and school premises (at least three times per shift);
3.3. when identifying malfunctions in the heating system, reports this to the person to whom he is subordinate, a representative of the administration;
3.4. if a fire occurs at the facility, raises the alarm, notifies the fire brigade and the police officer on duty, and takes measures to extinguish the fire;
3.5. carries out reception and delivery of duty, with the corresponding entry in the journal;
3.6. complies with safety rules when servicing electrical appliances.
3.7. The employee is obliged to comply with the requirements of the internal regulations:
- maintain discipline;
- treat equipment, tools, instruments, materials, and workwear with care;
- keep the workplace clean;
- undergo periodic medical examinations.
3.8. The consumption of alcoholic beverages and drugs is not permitted in the workplace.
3.9. Follow fire safety rules.
3.10. Maintain personal hygiene rules
3.11. For violation of the instructions, the employee is held accountable.
The watchman has the right:
4.1. for the allocation and equipment of a special room;
4.2. to receive special clothing according to established standards;
4.3. refuse assigned work if a situation arises that is dangerous for
surrounding people and his health.
5. Responsibility
5.1. In boiler rooms it is PROHIBITED:
a) CARRY out work not related to the operation of the boiler room;
b) allow into the boiler room and entrust supervision of the operation of motors and boilers
to unauthorized persons;
c) ignite boiler installations without first purging them with air;
d) leave boilers in operation unattended;
e) do not allow persons who have not received special training to work, and also
persons who were intoxicated;
f) store reserves of solid fuel exceeding the daily requirement;
g) light stoves with kerosene;
h) heat stoves with faulty and open doors, as well as use
for burning firewood longer than the depth of the firebox
i) remove glass covers from indoor lighting fixtures.
5.2. For non-fulfillment or improper fulfillment without good reason of the internal labor regulations of the school, legal orders and instructions of the school administration and other local regulations, job responsibilities established by these Instructions, the fireman bears disciplinary liability in the manner prescribed by labor legislation.
5.3. For culpable infliction of damage to the school or participants in the educational process in connection with the performance (non-performance) of their official duties, the fireman bears financial liability in the manner and within the limits established by labor and (or) civil legislation.
6. Relationships. Relationships by position
Fireman:
6.1. works in a normal working day (without the right to sleep) according to a schedule drawn up based on a 40-hour work week and approved by the school director on the proposal of the deputy director of the school for administrative and economic work of the caretaker);
6.2. undergoes safety and fire safety training under the guidance of the school’s deputy director for administrative and economic work (supply manager).
