I. General provisions

14. Educational activities in educational organizations

education or self-education or those who have studied without

state accreditation of the educational program of the basic general

or secondary general education, has the right to take an external intermediate and

state final certification in an educational organization in

devices).

24. For individuals to receive quality education without discrimination

with disabilities, the following are created:

necessary conditions for the correction of developmental and social disorders

adaptation, provision of early correctional assistance based on special

pedagogical approaches and languages ​​most suitable for these individuals,

methods and methods of communication;

conditions that are most conducive to education

a certain level and a certain orientation, as well as social

development of these individuals, including through the organization of inclusive

education of persons with disabilities*(19).

25. In educational organizations providing educational

activities on adapted educational programs for

hard of hearing students (those with partial hearing loss and various

degree of speech underdevelopment) and late-deafened students (deafened at

preschool or school age, but retained independent speech),

two departments are created:

1st department - for students with mild speech underdevelopment,

caused by hearing impairment;

2nd department - for students with profound speech underdevelopment,

caused by hearing impairment.

26. In an educational organization providing educational

activities under adapted educational programs are allowed

joint education of blind and visually impaired students, as well as students with

low vision, suffering from amblyopia and strabismus and in need of

teacher-defectologist (teacher of the deaf, teacher of the deaf) for every 6 - 12

students with disabilities;

speech therapist teacher for every student with disabilities

health opportunities;

educational psychologist for every 20 students with disabilities

health opportunities;

tutor, assistant (assistant) for every 1 - 6 students with

limited health capabilities.

33. For students in need of long-term treatment, disabled children,

who for health reasons are unable to attend educational

organization, based on the conclusion of a medical organization and

written request from parents (legal representatives) training on

general education programs are organized at home or in medical

organizations*(20)

Primary, basic and secondary general education: the order of organization and implementation of educational activities.
The procedure for organizing and implementing educational activities in the main programs of primary, basic and secondary general education has been approved. It also establishes the specifics of organizing educational activities for students with disabilities.

I. General provisions

1. The procedure for organizing and implementing educational activities in basic general education programs - educational programs of primary general, basic general and secondary general education (hereinafter - the Procedure) regulates the organization and implementation of educational activities in basic general education programs - educational programs of primary general, basic general and secondary general education, including features of the organization of educational activities for students with disabilities.

2. This Procedure is mandatory for organizations engaged in educational activities, including educational organizations with special names " cadet school", "cadet (naval cadet) corps" and "Cossack cadet corps", and implementing basic general education programs - educational programs of primary general, basic general and secondary general education (hereinafter referred to as general education programs), including adapted basic educational programs, including individual entrepreneurs (hereinafter referred to as educational organizations).

II. Organization and implementation of educational activities

3. General education can be obtained in organizations engaged in educational activities, as well as outside organizations - in the form of family education and self-education.

The form of general education and the form of training in a specific general education program are determined by the parents (legal representatives) of the minor student. When parents (legal representatives) of a minor student choose a form of general education and a form of training, the child’s opinion is taken into account 1 .

When parents (legal representatives) of children choose a form of receiving general education in the form of family education, parents (legal representatives) inform the authority about this choice local government municipal district or urban district in whose territory they live 2.

4. Forms of education in general education programs are determined by the relevant federal state educational standards, unless otherwise established by Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation” 4.

5. Training according to an individual curriculum, including accelerated training, within the framework of mastered general education programs is carried out in the manner established by local regulations of the educational organization.

When completing training in accordance with an individual curriculum, its duration can be changed by the educational organization, taking into account the characteristics and educational needs of a particular student.

6. The terms for obtaining primary general, basic general and secondary general education are established by the federal state educational standards of general education 6.

8. Requirements for the structure, volume, conditions of implementation and results of mastering general education programs are determined by the relevant federal state educational standards.

9. General education programs are independently developed and approved by educational organizations.

Educational organizations carrying out educational activities in general education programs that have state accreditation develop the specified educational programs in accordance with federal state educational standards and taking into account the corresponding approximate basic educational programs 7.

10. The general education program includes a curriculum, academic calendar, work programs of academic subjects, courses, disciplines (modules), assessment and methodological materials, as well as other components that ensure the education and training of students and pupils (hereinafter referred to as students).

The curriculum of the general education program determines the list, labor intensity, sequence and distribution by periods of study of academic subjects, courses, disciplines (modules), practice, other types of educational activities of students and the forms of their intermediate certification.

11. When implementing general education programs, various educational technologies are used, including distance learning technologies and e-learning 8 .

12. General education programs are implemented by the educational organization both independently and through network forms of their implementation 9.

To organize the implementation of general education programs using a network form of their implementation by several organizations engaged in educational activities, such organizations also jointly develop and approve educational programs, including programs that provide correction of developmental disorders and social adaptation, and also determine the type, level and (or ) the focus of the educational program (part of an educational program of a certain level, type and focus), implemented using a network form for the implementation of general education programs.

13. When implementing general education programs, an educational organization may use a form of organizing educational activities based on the modular principle of presenting the content of the general education program and constructing curricula, and using appropriate educational technologies 10.

14. In educational organizations, educational activities are carried out in the state language of the Russian Federation.

In state and municipal educational organizations located on the territory of the republics of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. The teaching and study of the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of the teaching and study of the state language of the Russian Federation 11 .

15. An educational organization creates conditions for the implementation of general education programs.

16. Educational activities in general education programs, including adapted basic educational programs, are organized in accordance with the schedule of training sessions, which is determined by the educational organization.

17. The academic year in educational organizations begins on September 1 and ends in accordance with the curriculum of the relevant general education program. The beginning of the academic year may be postponed by an educational organization when implementing a general education program in full-time and part-time education by no more than one month, and in part-time education by no more than three months.

In the process of mastering general education programs, students are given vacations. The start and end dates of the holidays are determined by the educational organization independently.

18. Class occupancy, with the exception of compensatory training classes, should not exceed 25 people 14.

19. Mastery of the general education program, including a separate part or the entire volume of an academic subject, course, discipline (module) of the general education program, is accompanied by ongoing monitoring of progress and intermediate certification of students. The forms, frequency and procedure for ongoing monitoring of student progress and intermediate certification of students are determined by the educational organization independently 15.

20. Students’ mastery of basic educational programs of basic general and secondary general education ends with a final certification, which is mandatory.

Persons who are mastering an educational program in the form of family education or self-education, or who have studied in an educational program of basic general or secondary general education that does not have state accreditation, have the right to undergo external intermediate and state final certification in an educational organization for educational programs of basic general and secondary general education that have state accreditation for free. When passing this certification, external students enjoy the academic rights of students in the corresponding educational program.

Students who have fully completed the appropriate educational program for the school year are promoted to the next grade.

Students who have academic debt in one academic subject at the end of the school year can be conditionally transferred to the next grade.

Responsibility for eliminating academic debt by students during the next academic year rests with their parents (legal representatives).

Students in an educational organization in general education programs who have not eliminated their academic debt from the moment of its formation within the established time frame, at the discretion of their parents (legal representatives), are retained for re-education, transferred to training in adapted basic educational programs in accordance with the recommendations of the psychological, medical and pedagogical commission or for training according to an individual curriculum.

Persons who have successfully passed the state final certification in educational programs of basic general and secondary general education are issued a certificate of basic general or secondary general education, confirming receipt of general education at the appropriate level.

Persons who successfully pass the final certification are issued documents on education and (or) qualifications, samples of which are independently established by educational organizations 16 .

Persons who have not passed the final certification or received unsatisfactory results at the final certification, as well as persons who have mastered part of the educational program of basic general and secondary general education and (or) were expelled from an educational organization, are issued a certificate of training or the period of training according to a model independently established educational organization 17.

III. Features of organizing educational activities for persons with disabilities

23. In educational organizations carrying out educational activities according to adapted educational programs of primary general, basic general and secondary general education, special conditions are created for students with disabilities to receive education:

a) for students with visual impairments:

adaptation of official websites of educational organizations on the Internet, taking into account the special needs of visually impaired people, bringing them to the international standard for accessibility of web content and web services (WCAG);

placement in places accessible to students who are blind or visually impaired and in an adapted form (taking into account their special needs) reference information about the schedule of lectures, training sessions (must be done in large (the height of capital letters is at least 7.5 cm) in relief-contrast in font (on a white or yellow background) and duplicated in Braille);

the presence of an assistant providing the student with the necessary assistance;

ensuring the production of alternative formats for printed materials (large print) or audio files;

ensuring access for a student who is blind and uses a guide dog to a building of an educational organization that has a place to accommodate a guide dog during the student’s teaching hours;

b) for students with hearing disabilities:

duplication of audio reference information about the schedule of training sessions with visual (installation of monitors with the ability to broadcast subtitles (monitors, their sizes and number must be determined taking into account the size of the room);

provision of appropriate audio means for reproducing information;

ensuring the receipt of information using Russian sign language (sign language interpretation, sign language interpretation);

c) for students with musculoskeletal disorders:

ensuring unimpeded access for students to classrooms, canteens, toilets and other premises of the educational organization, as well as their stay in these premises (presence of ramps, handrails, widened doorways, elevators, local lowering of barrier posts to a height of no more than 0.8 m; availability of special chairs and other devices).

24. To ensure that persons with disabilities receive quality education without discrimination, the following are being created:

necessary conditions for the correction of developmental disorders and social adaptation, providing early correctional assistance based on special pedagogical approaches and the most suitable languages, methods and methods of communication for these individuals;

conditions that are most conducive to obtaining an education of a certain level and a certain direction, as well as the social development of these persons, including through the organization of inclusive education for persons with disabilities 19.

25. In educational organizations carrying out educational activities according to adapted educational programs for hearing-impaired students (with partial hearing loss and varying degrees of speech underdevelopment) and late-deafened students (who became deaf in preschool or school age, but retained independent speech), two departments are created:

1st department - for students with mild speech underdevelopment due to hearing impairment;

Division 2 - for students with profound speech underdevelopment due to hearing impairment.

26. In an educational organization that carries out educational activities according to adapted educational programs, joint education of blind and visually impaired students, as well as students with low vision, suffering from amblyopia and strabismus and in need of ophthalmological support is allowed.

The basis for teaching blind students is the Braille system.

27. In educational organizations carrying out educational activities according to adapted educational programs for students with severe speech impairments, two departments are created:

1 department - for students with general underdevelopment severe speech (alalia, dysarthria, rhinolalia, aphasia), as well as students with general speech underdevelopment, accompanied by stuttering;

Division 2 - for students with severe stuttering with normal speech development.

Departments 1 and 2 include classes (groups) of students with similar forms of speech pathology, with mandatory consideration of their level of speech development.

28. If students complete the development of adapted basic educational programs of basic general education before reaching adulthood and cannot be employed, classes (groups) are opened for them with in-depth study of individual academic subjects and subject areas of the relevant educational program.

29. In an educational organization carrying out educational activities according to adapted educational programs, it is allowed:

cooperative learning for delayed students mental development and students with autism spectrum disorder whose intellectual development is comparable to mental retardation;

joint education in educational programs for students with mental retardation and students with autism spectrum disorder whose intellectual development is comparable to mental retardation (no more than one child per class).

Students with autism spectrum disorder, whose intellectual development is comparable to mental retardation, are provided with special support for the period of adaptation to being in an educational organization (from six months to 1 year).

For the successful adaptation of students with autism spectrum disorders in group lessons, in addition to the teacher, there is a teacher (tutor), individual lessons are organized with an educational psychologist to develop communication skills, support emotional and social development such children at the rate of 5-8 students with autism spectrum disorder per position of educational psychologist.

30. The implementation of adapted basic educational programs in terms of labor training is carried out based on regional conditions, focused on the need for workers, and taking into account the individual characteristics of psychophysical development, health, capabilities, as well as the interests of students with disabilities and their parents (legal representatives ) based on the choice of a labor profile, which includes preparing the student for individual work.

Students who have completed 9 (10) grade are admitted to classes (groups) with in-depth study of individual academic subjects and subject areas of the relevant educational program. Qualification categories for graduates are assigned only by the administration of the interested enterprise or organization vocational education. Students who have not received a qualification category are issued a certificate of training and characteristics with a list of work that they are able to perform independently.

31. In educational organizations that carry out educational activities according to adapted basic educational programs for students with mental retardation, classes (groups) are created for students with moderate and severe mental retardation.

Children who have no medical contraindications for staying in an educational organization and who have basic self-care skills are accepted into classes (groups) and extended day groups for students with moderate and severe mental retardation.

32. When organizing educational activities according to an adapted basic educational program, conditions are created for treatment and rehabilitation work, the organization of educational activities and correctional classes, taking into account the characteristics of students on a per-staff basis:

a teacher-defectologist (teacher of the deaf, teacher of the deaf) for every 6-12 students with disabilities;

a speech therapist teacher for every 6-12 students with disabilities;

an educational psychologist for every 20 students with disabilities;

tutor, assistant (assistant) for every 1-6 students with disabilities.

33. For students in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, based on the conclusion of a medical organization and a written request from parents (legal representatives), training in general educational programs is organized at home or in medical organizations 20.

The procedure for regulating and formalizing relations between state and municipal educational organizations and parents (legal representatives) of students in need of long-term treatment, as well as disabled children in terms of organizing training in general education programs at home or in medical organizations is determined by the normative legal act authorized body state power subject of the Russian Federation 21.

Approve the attached Procedure for the organization and implementation of educational activities for basic general education programs - educational programs of primary general, basic general and secondary general education.

Registration N 30067

The procedure for organizing and implementing educational activities in the main programs of primary, basic and secondary general education has been approved. It also establishes the specifics of organizing educational activities for students with disabilities.

The procedure is mandatory for organizations carrying out educational activities (including cadet schools, cadet (naval cadet) corps, Cossack cadet corps) and implementing the specified programs (including adapted ones), including individual entrepreneurs.

General education can be obtained in organizations engaged in educational activities, as well as in the forms of family education and self-education.

The forms of education and training for a specific program are determined by the parents (legal representatives) of the minor student, taking into account his opinion.

When choosing a family education, parents (legal representatives) inform the local government body of the municipal district or urban district in which they live about this.

Education in the forms of family education and self-education is carried out with the right to subsequently undergo intermediate and state final certification in educational organizations.

It is allowed to combine various forms of education and training.

Application

I. General provisions

1. The procedure for organizing and implementing educational activities in basic general education programs - educational programs of primary general, basic general and secondary general education (hereinafter - the Procedure) regulates the organization and implementation of educational activities in basic general education programs - educational programs of primary general, basic general and secondary general education, including features of the organization of educational activities for students with disabilities.

2. This Procedure is mandatory for organizations engaged in educational activities, including educational organizations with special names “cadet school”, “cadet (naval cadet) corps” and “Cossack cadet corps”, and implementing basic general education programs - educational programs primary general, basic general and secondary general education (hereinafter - general education programs), including adapted general education programs, including individual entrepreneurs (hereinafter - educational organizations).

II. Organization and implementation of educational activities

3. General education can be obtained in organizations engaged in educational activities, as well as outside organizations - in the form of family education and self-education.

The form of general education and the form of training in a specific general education program are determined by the parents (legal representatives) of the minor student. When parents (legal representatives) of a minor student choose a form of general education and a form of training, the child’s opinion is taken into account.

5. Training according to an individual curriculum, including accelerated training, within the framework of mastered general education programs is carried out in the manner established by local regulations of the educational organization.

When completing training in accordance with an individual curriculum, its duration can be changed by the educational organization, taking into account the characteristics and educational needs of a particular student.

6. The terms for obtaining primary general, basic general and secondary general education are established by the federal state educational standards of general education.

8. Requirements for the structure, volume, conditions of implementation and results of mastering general education programs are determined by the relevant federal state educational standards.

9. General education programs are independently developed and approved by educational organizations.

Educational organizations carrying out educational activities in general education programs that have state accreditation develop the specified educational programs in accordance with federal state educational standards and taking into account the corresponding approximate basic educational programs.

10. The general education program includes a curriculum, academic calendar, work programs of academic subjects, courses, disciplines (modules), assessment and methodological materials, as well as other components that ensure the education and training of students and pupils (hereinafter referred to as students).

The curriculum of the general education program determines the list, labor intensity, sequence and distribution by periods of study of academic subjects, courses, disciplines (modules), practice, other types of educational activities of students and the forms of their intermediate certification.

10.1. The organization of educational activities in general education programs can be based on differentiation of content, taking into account the educational needs and interests of students, ensuring in-depth study of individual academic subjects, subject areas of the corresponding educational program (specialized education).

10.2. 12. General education programs are implemented by the educational organization both independently and through network forms of their implementation.

To organize the implementation of general education programs using a network form of their implementation by several organizations engaged in educational activities, such organizations also jointly develop and approve educational programs, including programs that provide correction of developmental disorders and social adaptation, and also determine the type, level and (or ) the focus of the educational program (part of an educational program of a certain level, type and focus), implemented using a network form for the implementation of general education programs.

To update and improve the content and teaching methods in compulsory academic subjects of the subject area "Technology" and other subject areas, taking into account the Strategy for Scientific and Technological Development of the Russian Federation, general education programs can be implemented by educational organizations through a network form with the involvement of resources from organizations that have the appropriate equipment, material and technical, personnel and financial support.

14. In educational organizations, educational activities are carried out in the state language of the Russian Federation.

In state and municipal educational organizations located on the territory of the republics of the Russian Federation, teaching and learning of the state languages ​​of the republics of the Russian Federation may be introduced in accordance with the legislation of the republics of the Russian Federation. The teaching and study of the state languages ​​of the republics of the Russian Federation should not be carried out to the detriment of the teaching and study of the state language of the Russian Federation.

15. An educational organization creates conditions for the implementation of general education programs.

16. Educational activities in general education programs, including adapted general education programs, are organized in accordance with the schedule of classes, which is determined by the educational organization.

17. The academic year in educational organizations begins on September 1 and ends in accordance with the curriculum of the relevant general education program. The beginning of the academic year may be postponed by an educational organization when implementing a general education program in full-time and part-time education by no more than one month, and in part-time education by no more than three months.

In the process of mastering general education programs, students are given vacations. The start and end dates of the holidays are determined by the educational organization independently.

18. Class occupancy, with the exception of compensatory training classes, should not exceed 25 people.

18.1. Subject to availability necessary conditions(personnel, financial, logistical and other conditions) it is possible to divide classes into groups when conducting training sessions, courses, disciplines (modules).

If there is a need to study several native languages ​​from among the languages ​​of the peoples of the Russian Federation, it is allowed to divide the class into two or more groups.

When conducting training sessions, it is allowed to group students from several classes.

19. Mastery of the general education program, including a separate part or the entire volume of an academic subject, course, discipline (module) of the general education program, is accompanied by ongoing monitoring of progress and intermediate certification of students. The forms, frequency and procedure for ongoing monitoring of student progress and intermediate certification of students are determined by the educational organization independently.

19.1. When implementing the approved work programs of academic subjects, courses, disciplines (modules) of the general education program, it is necessary to take into account that the volume of homework (in all academic subjects) should be such that the time spent on its completion does not exceed (in astronomical hours): 2- 3 grades - 1.5 hours, 4-5 grades - 2 hours, 6-8 grades - 2.5 hours, 9-11 grades - up to 3.5 hours.

Academic subjects, courses, disciplines (modules) of the educational program that require a lot of time to complete homework should not be grouped on the same day.

In the first grade, training is carried out without scoring students' knowledge and homework.

20. Students’ mastery of basic educational programs of basic general and secondary general education ends with a final certification, which is mandatory.

Persons who are mastering an educational program in the form of family education or self-education, or who have studied in an educational program of basic general or secondary general education that does not have state accreditation, have the right to undergo external intermediate and state final certification in an educational organization for educational programs of basic general and secondary general education that have state accreditation for free. When passing this certification, external students enjoy the academic rights of students in the corresponding educational program.

Students who have fully completed the appropriate educational program for the school year are promoted to the next grade.

Students who have not passed the intermediate certification for valid reasons or who have academic debt are conditionally transferred to the next grade.

Responsibility for eliminating academic debt by students during the next academic year rests with their parents (legal representatives).

Students in an educational organization in general education programs who have not eliminated their academic debt from the moment of its formation within the established time frame, at the discretion of their parents (legal representatives), are retained for repeated studies and transferred to study in adapted general education programs in accordance with the recommendations of the psychological, medical and pedagogical commission or for training according to an individual curriculum.

Persons who have successfully passed the state final certification in educational programs of basic general and secondary general education are issued a certificate of basic general or secondary general education, confirming receipt of general education at the appropriate level.

Persons who successfully pass the final certification are issued documents on education and (or) qualifications, samples of which are independently established by educational organizations.

Students who have completed educational programs of basic general education and received unsatisfactory results at the state final certification, at the discretion of their parents (legal representatives), are retained for repeated studies, except for persons who have legal capacity by virtue of Articles 21 and 27 of the Civil Code of the Russian Federation (Collection of Legislation of the Russian Federation , 1994, N 32, Art. 3301).

III. Features of organizing educational activities for persons with disabilities

21. The content of general education and the conditions for organizing the education of students with disabilities are determined by the adapted general education program, and for disabled people also in accordance with the individual rehabilitation program for the disabled person.

23. In educational organizations that carry out educational activities according to adapted general education programs, special conditions are created for students with disabilities to receive education:

a) for students with visual impairments:

adaptation of official websites of educational organizations on the Internet, taking into account the special needs of visually impaired people, bringing them to the international standard for accessibility of web content and web services (WCAG);

placement in places accessible to students who are blind or visually impaired and in an adapted form (taking into account their special needs) reference information about the schedule of lectures, training sessions (must be done in large (the height of capital letters is at least 7.5 cm) in relief-contrast in font (on a white or yellow background) and duplicated in Braille);

the presence of an assistant providing the student with the necessary assistance;

ensuring the production of alternative formats for printed materials (large print) or audio files;

ensuring access for a student who is blind and uses a guide dog to a building of an educational organization that has a place to accommodate a guide dog during the student’s teaching hours;

b) for students with hearing disabilities:

duplication of audio reference information about the schedule of training sessions with visual (installation of monitors with the ability to broadcast subtitles (monitors, their sizes and number must be determined taking into account the size of the room);

provision of appropriate audio means for reproducing information;

ensuring the receipt of information using Russian sign language (sign language interpretation, sign language interpretation);

c) for students with musculoskeletal disorders:

ensuring unimpeded access for students to classrooms, canteens, toilets and other premises of the educational organization, as well as their stay in these premises (presence of ramps, handrails, widened doorways, elevators, local lowering of barrier posts to a height of no more than 0.8 m; availability of special chairs and other devices).

24. To ensure that persons with disabilities receive quality education without discrimination, the following are being created:

necessary conditions for the correction of developmental disorders and social adaptation, provision of early correctional assistance based on special pedagogical approaches and the most suitable languages, methods and means of communication for these individuals;

conditions that are conducive to the maximum extent to obtaining an education of a certain level and a certain direction, as well as the social development of these persons, including through the organization of inclusive education of persons with disabilities.

25. In educational organizations that carry out educational activities according to adapted general education programs for hearing-impaired students (with partial hearing loss and varying degrees of speech underdevelopment) and late-deafened students (who became deaf in preschool or school age, but retained independent speech), two departments are created:

1st department - for students with mild speech underdevelopment due to hearing impairment;

Division 2 - for students with profound speech underdevelopment due to hearing impairment.

26. In an educational organization that carries out educational activities according to adapted general education programs, joint education of blind and visually impaired students, as well as students with low vision, suffering from amblyopia and strabismus and in need of ophthalmological support is allowed.

The basis for teaching blind students is the Braille system.

27. In educational organizations carrying out educational activities according to adapted general education programs for students with severe speech impairments, two departments are created:

Division 1 - for students with severe general speech underdevelopment (alalia, dysarthria, rhinolalia, aphasia), as well as students with general speech underdevelopment accompanied by stuttering;

Division 2 - for students with severe stuttering with normal speech development.

Departments 1 and 2 include classes (groups) of students with similar forms of speech pathology, with mandatory consideration of their level of speech development.

28. If students complete the development of adapted general education programs of basic general education before reaching adulthood and cannot be employed, classes (groups) are opened for them with in-depth study of individual academic subjects and subject areas of the relevant educational program.

29. In an educational organization carrying out educational activities according to adapted general education programs, it is allowed:

joint education of students with mental retardation and students with autism spectrum disorder, whose intellectual development is comparable to mental retardation;

joint education in educational programs for students with mental retardation and students with autism spectrum disorder whose intellectual development is comparable to mental retardation (no more than one child per class).

Students with autism spectrum disorder, whose intellectual development is comparable to mental retardation, are provided with special support for the period of adaptation to being in an educational organization (from six months to 1 year).

For the successful adaptation of students with autism spectrum disorders in group classes, in addition to the teacher, there is a teacher (tutor), individual lessons are organized with an educational psychologist to develop communication skills, support the emotional and social development of such children at the rate of 5-8 students with autism spectrum disorder per one rate for the position of educational psychologist.

30. The implementation of adapted general education programs in terms of labor training is carried out based on regional conditions, focused on the need for workers, and taking into account the individual characteristics of psychophysical development, health, capabilities, as well as the interests of students with disabilities and their parents (legal representatives) based on the choice of a labor profile, which includes preparing the student for individual work.

Students who have completed 9 (10) grade are admitted to classes (groups) with in-depth study of individual academic subjects and subject areas of the relevant educational program. Qualification categories are assigned to graduates only by the administration of the interested enterprise or vocational education organization. Students who have not received a qualification category are issued a certificate of training and characteristics with a list of work that they are able to perform independently.

31. In educational organizations that carry out educational activities according to adapted general education programs for students with mental retardation, classes (groups) are created for students with moderate and severe mental retardation.

Children who have no medical contraindications for staying in an educational organization and who have basic self-care skills are accepted into classes (groups) and extended day groups for students with moderate and severe mental retardation.

32. When organizing educational activities according to an adapted general education program, conditions are created for treatment and rehabilitation work, the organization of educational activities and correctional classes, taking into account the characteristics of students on a per-staff basis:

a teacher-defectologist (teacher of the deaf, teacher of the deaf) for every 6-12 students with disabilities;

a speech therapist teacher for every 6-12 students with disabilities;

an educational psychologist for every 20 students with disabilities;

tutor, assistant (assistant) for every 1-6 students with disabilities.

33. For students in need of long-term treatment, disabled children who, for health reasons, cannot attend educational organizations, based on the conclusion of a medical organization and a written request from parents (legal representatives), training in general educational programs is organized at home or in a medical organization.

The procedure for regulating and formalizing relations between state and municipal educational organizations and parents (legal representatives) of students in need of long-term treatment, as well as children with disabilities in terms of organizing training in general education programs at home or in medical organizations is determined by a regulatory legal act of the authorized government body of the subject Russian Federation.

I. General provisions

1. The procedure for conducting state final certification on educational programs of basic general education (hereinafter - the Procedure) determines the forms of conducting state final certification on educational programs of basic general education (hereinafter - GIA), participants, terms and duration of GIA, requirements for the use of teaching aids and education, means of communication during the State Examination, requirements for persons involved in the State Examination, the procedure for checking examination papers, the procedure for filing and considering appeals, changes and (or) cancellation of the State Examination results.

2. GIA, which completes the development of state-accredited basic educational programs of basic general education, is mandatory.

Z. GIA is carried out by state examination commissions (hereinafter referred to as the State Examination Commission) in order to determine the compliance of the results of students' mastery of educational programs of basic general education with the corresponding requirements of the federal state educational standard of basic general education.

4.GIA includes mandatory exams in Russian language and mathematics(hereinafter referred to as compulsory subjects). Exams in other academic subjects: literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, German, French and spanish languages), computer science. and information and communication technologies (ICT), as well as in the native language from among the languages ​​of the peoples of the Russian Federation and literature of the peoples of the Russian Federation in the native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) Students take the test on a voluntary basis of their choice..

5. GIA in all academic subjects specified in paragraph 4 of this Procedure (except for foreign languages, as well as native language and native literature), conducted in Russian.

II. Forms of State Examination

7. State examination is carried out:

A) in the form of the main state exam (hereinafter - OGE) using control measuring materials, which are sets of tasks of a standardized form (hereinafter - KIM) - for students of educational organizations.

III. GIA participants

9. Admitted to State Examination students, having no academic debt and have fully completed the curriculum or individual curriculum ( having annual grades in all academic subjects curriculum for class IX not less than satisfactory).

The educational subjects chosen by the student are indicated by him in the application that he submits to educational organization until March 1.

Students who are in the current academic year winners or runners-up final stage of the All-Russian Olympiad for schoolchildren, members of national teams of the Russian Federation who participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation, are exempt from passing the state final certification in an academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

Students have the right change(add) the list of exams specified in the application only if they have good reasons(illness or other documented circumstances). In this case, the student submits an application to the State Examination Committee indicating the amended list of academic subjects in which he plans to pass the State Examination, and the reasons for changing the previously stated list. This application must be submitted no later than one month before the start of the relevant exams.

V. Timing and duration of the State Examination

24. To conduct the OGE and GVE on the territory of the Russian Federation and abroad, a unified exam schedule is provided. The duration of examinations is established for each academic subject.

State examination in compulsory academic subjects begins no earlier than May 25 of the current year, for other academic subjects - no earlier than April 20 of the current year.

30. Re-take the State Examination Test in the relevant academic subject in the current year, by decision of the State Examination Committee, the following students are admitted:

  • those who received an unsatisfactory result in one of the compulsory subjects at the State Examination Test;
  • those who did not appear for exams for good reasons (illness or other documented circumstances);
  • those who did not complete the examination work for good reasons (illness or other documented circumstances);
  • whose appeal for violation of the established procedure for conducting state inspection by the conflict commission was satisfied;
  • the results of which were canceled by the State Examination Committee if facts of violations of the established procedure for conducting state inspections were revealed, committed by the persons specified in paragraph 37 of this Procedure, or by other (unidentified) persons.

IX. Evaluation of State Examination Results

60. The results of the State Examination Test are considered satisfactory if the student in compulsory academic subjects has scored minimum quantity points determined by the executive body of the constituent entity of the Russian Federation exercising public administration.

Students who have not passed the State Examination or have received unsatisfactory results in the State Examination in more than one compulsory academic subject, or who have repeatedly received an unsatisfactory result in one of these subjects in the State Examination in additional terms, are given the right to pass the State Examination in the relevant academic subjects no earlier than one year later. and in the forms established by this Procedure.

X. Reception and consideration of appeals

63. The conflict commission does not consider appeals regarding the content and structure of examination materials.

67. Appeal about violation of the established procedure The student gives the GIA on the day of the exam to an authorized representative of the State Examination Committee, without leaving the PPE.

When considering an appeal about a violation of the established procedure for conducting state inspection, the conflict commission considers the appeal, the conclusion on the results of the inspection and makes one of the decisions:

On dismissal of the appeal;

On the satisfaction of the appeal.

The results of the inspection are presented in the form of a conclusion. The appeal and the conclusion on the results of the inspection are transferred on the same day by an authorized representative of the State Examination Committee to the conflict commission.

70. An appeal about disagreement with the assigned scores is submitted within two working days from the date of announcement of the State Examination results in the relevant academic subject.

73. Based on the results of consideration of the appeal about disagreement with the assigned points, the conflict commission makes a decision to reject the appeal and maintain the assigned points or to satisfy the appeal and assign other points.

75. The conflict commission considers an appeal about disagreement with the assigned points within four working days from the date of its receipt by the conflict commission.
